About Us

Subhashish Dutta is a seasoned executive with over 25 years of (re)insurance experience. He is currently the CEO of Sypher, Inc, an AI- driven ecosystem bringing (re)insurance product and process solutions to coastal property markets in an ongoing effort to unlock sustainable property cat capacity.  

Subhashish has a proven track record in reinsurance product creation, deployment and multi-million USD asset management.  He maintains deep experience in technology, rating and innovative reinsurance product design, structuring and implementation.  Prior to founding Sypher, he co-founded ILS asset management firm, Gemini Re, where he successfully deployed his reinsurance strategies with several coastal property insurers.  He also previously served as Managing Director and Global Head of R&D at reinsurance intermediary Guy Carpenter, where he led the development of inventive reinsurance products and structuring.  Subhashish’s background also includes leadership roles at Capgemini, Ernst & Young and Nationwide Insurance Company.

Subhashish is committed to developing new (re)insurance products that will provide more efficient protection and sustainable capacity for catastrophe-exposed insurance companies. He believes that the current range of insurance and reinsurance products should better align the interests of the customer and the capital providers, and he is determined to continue to develop the necessary tools to attract efficient capacity to these markets.

Subhashish graduated with an Engineering degree from the prestigious Indian Institute of Technology.

Laura is a highly experienced and results-oriented insurance professional with over 20 years of ground-up experience in the niche property cat-wind space. She is a specialist in policy language and insurance product development and has a broad background within the insurance industry, including leadership and executive roles in product development, business intelligence, underwriting, operations, technology and corporate sales.

Laura began her career as a High-Value Excess & Surplus Underwriter and later held roles as a Commercial Lines Producer and Commercial Lines Manager for a 5th-generation, 100-year-old family-owned insurance agency.  Prior to founding Sypher, Laura served as Vice President of Product and Underwriting for a mid-size Florida domestic insurer.

Laura's expertise is in developing detailed, analysis-driven strategies that balance marketable, sustainable outcomes with overall operational efficiency.

Laura holds a Bachelor of Arts Degree in Business Administration, with concentration in Communications, Cum Laude, from the University of Florida. She also holds a 2-20 General Lines Agent License, a 2-15 Life, Health, & Variable Annuity License, as well as a Commercial Lines Coverage Specialist (CLCS) designation from the Hartford School of Insurance.

Crystal is a seasoned professional with over 25 years in the insurance industry.  Her decades-long experience includes agency sales, claims, underwriting, distribution and insurance technology.  

Crystal began her career as a home and auto producer for a small Personal Lines agency, and later held carrier roles including Claims Adjuster, High Value E&S Underwriter, and Regional Sales Manager.  Prior to co-founding Sypher, she held several leadership and executive positions, inclusive of Vice President of Sales & Marketing for a mid-sized Florida insurer.  

Throughout her career, Crystal has remained deeply committed to creating alignment and integration between key stakeholders through comprehensive enhancements in analytics, communication, process, and technology.  She is a strong advocate for using data-driven insights to improve decision-making, enhance profitability and improve customer experience.

Crystal holds a 6-20 adjuster’s license and has a Bachelor of Arts degree in Marketing from the University of Florida.

Matt has over 20 years of Finance and Accounting experience with a focus in the catastrophe-exposed Property & Casualty industry. He has held financial leadership roles with several Florida carriers including Florida’s Citizens Property Insurance Corporation and a mid-sized Florida domestic property insurer. While at Citizens' Matt managed the depopulation financial operations on behalf of the corporation. This included review of monthly assumed premium bordereaux inclusive of the administration of take-out carrier billing for return premiums and serving as a financial liaison to participating carriers

Matt is a thought leader who brings a diverse, yet niche, approach to internal controls, regulatory financial reporting, capital management and allocation, strategic planning, financial planning/budgeting, and reinsurance strategy and operations. He also brings deep experience in both insurance and reinsurance accounting and contracts.

Matt is a Florida Certified Public Accountant and earned Bachelor of Arts degrees in both Accounting and Risk Management and Insurance from Florida State University.

Olga Achkasova is a seasoned actuary with almost two decades of experience in insurance product development, pricing, and reserving.  She has held leadership positions with several insurance carriers operating in catastrophe-prone regions, where she was instrumental in developing and implementing pricing strategies designed to successfully navigate the highly disrupted Florida property market. Olga was also instrumental in building creative and innovative approaches to catastrophe reserving.

Olga has a proven track record of establishing internal actuarial functions, building successful ground-up actuarial teams, and utilizing technology to enhance actuarial analysis frameworks.

Olga is an Associate of the Casualty Actuarial Society and a Member of the American Academy of Actuaries and holds degrees in Applied Mathematics from Voronezh State University and Business Administration from Florida Atlantic University.

Priya is a seasoned technology leader with over 20 years of experience in leading and managing large-scale, line-of-business and software as a service (SaaS) programs. She has a proven track record of driving adoption and implementation of emerging technologies, and has specialized in business transformation, design thinking, analytics, cognitive computing, digital transformation, and modern software delivery.

Priya's experience spans multinational companies, including IBM and Centric Consulting. In these roles, she has led the development and implementation of innovative technology solutions that have helped businesses to improve their performance and achieve their strategic goals.

Priya holds a Master of Management degree from Birla Institute of Technical Sciences, India.

Whitney is a sales and distribution leader with nearly two decades of experience in Florida’s property insurance market. Her background spans admitted, surplus lines, and flood insurance, where she has built a reputation for strengthening agency partnerships and leading effective market strategies.

She has led statewide distribution and sales initiatives for both regional carriers and national MGAs, driving growth through collaboration, process improvement, and disciplined execution. Whitney is recognized for her ability to align sales strategy with market opportunity and to deliver measurable results through trusted relationships.

Whitney holds a Resident Florida Insurance License and is focused on building a best-in-class sales organization centered on agency success and long-term market strength.

Pearce is a seasoned sales leader with more than 16 years of experience in Florida’s insurance industry. He has built a career on helping agencies strengthen performance, leading sales teams with focus and collaboration, and delivering consistent, measurable growth. Before joining Sypher, Pearce served on the executive team at Alliance & Associates Financial Services, a division of Patriot Growth Insurance Services, where he led the development of a high-performing Property & Casualty Division and implemented market strategies that improved both retention and profitability.  At Sypher, Pearce oversees agency engagement and market expansion, bringing a relationship-driven approach to distribution and a commitment to helping agents succeed in a competitive marketplace.  He holds a Bachelor of Arts in History from Louisiana State University and maintains 2-20 General Lines and 6-20 All Lines Adjuster licenses.

Alysia is a marketing operations expert with over 25 years of experience in the insurance industry. While she started her career in life insurance with ING, she later transitioned to property & casualty when joining Marsh & McLennan. She has held leadership roles in various areas, including marketing operations, B2B digital marketing, content creation, project and vendor management, sales operations, and internal insurance agency development.

Alysia has a proven track record of increasing efficiencies, improving product growth, reducing costs, and streamlining marketing operations.  She has led the implementation of new technologies, including various CRM and quote/bind platforms, resulting in significant returns for stakeholders.

Alysia has a Bachelor of Science degree in Business Administration from Nova Southeastern University and holds marketing certifications from the Digital Marketing Institute and the American Marketing Association.

Katelyn is a highly accomplished underwriting and operations professional with over 15 years of experience in the insurance industry. She has a proven track record of developing and implementing comprehensive underwriting and customer service standards and procedures, and successfully leading large service teams.

Prior to joining Sypher, she held the role of Director of Operations for a large, preferred repair network company. There, she oversaw operations, including claim repair facilitation, performance analysis, call operations and data, and the overall customer experience, working alongside many carrier and vendor partners. She has a deep understanding of the property claims lifecycle and brings this knowledge to the underwriting philosophy at Sypher.

Katelyn also previously managed underwriting and policy servicing teams for a mid-sized Florida domestic carrier and a Business Processing Outsource center servicing a large-sized Florida carrier. She has an adept understanding of risk selection and analysis, customer service operations, claims intake operations, vendor management and contracts, quality assurance, and the reporting and review of employee and customer analytics.

Katelyn holds 2-20 General Lines Agent License and 6-20 Resident All-Lines Adjuster License, as well as Associate in Account Management (AIAM) and Certified Insurance Service Representative (CISR)designations.

With over 19 years of statutory accounting experience, Reshma understands the need for building aggregated financial reporting in a highly regulated industry focused on insurer solvency.  Her deep expertise includes General Ledger, budget and expense platform implementation, accounting cycle efficiency, and monthly and quarterly financial oversight in alignment with both STAT and GAAP principles.

Prior to moving to Florida, Reshma mastered risk management and regulatory compliance for a nationally recognized, A.M. Best "A" rated P&C carrier, ensuring solvency across multiple states. Leveraging this expertise, she's now 6 years strong in Florida property insurance, navigating the complexities of the catastrophe reinsurance market and the ever-evolving landscape of protection for Florida's residents.

Reshma graduated from the College of Charleston with a Bachelor of Science in Accounting and Minor in Finance.
